Special reports and certifications
Special reports and certifications are occasionally required. Various entities often request accountant certifications from companies and corporations. These certifications are required by banking institutions to approve credit applications, by the client’s legal counsel to support a legal claim, by suppliers or service providers as a condition for engagement, or by tender publishers and public or private clients to confirm the client’s compliance with the tender’s prerequisites, among other purposes.
Due to the professional responsibility associated with issuing these certifications, the Israeli Institute of Certified Public Accountants has established professional standards (guidelines) to align the expectations of the recipient with the sampling procedures conducted by the accountant prior to issuing the requested certification.
In addition to accountant certifications, clients sometimes require special reports prepared by an accountant. These reports include an opinion on a report submitted by the client for review. The accountant’s opinion is drafted similarly to the opinion accompanying audited financial statements and is subject to the professional standards governing accountants. It outlines the nature of the procedures performed, including the fact that they were based on sampling, among other relevant information.
